"Students will learn programming techniques and the syntax of one or more programming languages. More importantly, students will learn to adapt to changes in programming languages and learn new languages as they are developed." p1.
This seems like a lofty goal. Most students will need to practice working with applications before they are ready to start writing code. Indeed, most children in Northern Manitoba will require a lot of training to use the interface tools correctly. I think that the outcome they have set down will be better suited to an elite programmer student; one already gifted with an ability to write flawless code; a skill rooted in logic.
But there is still a large list of things that students can do with technology. In my house, the girls frequently use the internet to back up some claim they are making. So for them, it has become a means to practicing a good epistemology.
Often video games are dismissed as a student's waste of time. But new research has shown that video games--particularly the interactive and role playing ones--do come with some benefits. What avid video gamers bring to the classroom is a well established ability to interact with others in a team environment. They also problem solve via consensus and have learned to have respect for other people in the group because you all share a common goal which is to achieve whatever mission the game has established.
Video gamers are also skilled at typing, reading, and processing textual Communications between players. If the game has an in-house voice chat option, then they may have learned how to coordinate people in a manner that is respectful and conducive to compliance. For example, I have been involved in online games with players as young as twelve. I have seen younger players coordinate a group of ten or more players. Simply put, if they are capable of leading, and know what they are doing, then anyone can lead a group through an online adventure.
In fact, one could argue that video gaming satisfies all four of the GLO's for ICT curriculum. :)

I like the part where it states that the teacher doesn't have to be an expert in technology.
